Secretary to the Cabinet Patrick Kangwa has issued a stern warning to civil servants harbouring political ambitions ahead of the 2026 general elections, directing them to resign or face disciplinary action.

Speaking during the eighth Senior Public Service Management Meeting in Lusaka, Mr. Kangwa reminded public officers that government operations must remain stable and uninterrupted even during an election year.

He emphasised that the public service is the “permanent backbone of government,” responsible for ensuring continuity, stability and strategic oversight in the delivery of national development programmes.

Mr. Kangwa acknowledged the positive contributions made by controlling officers toward economic growth but expressed concern over several persistent challenges within the public service Procurement irregularities that continue to undermine government efficiency, Weak adherence to Cabinet decisions, resulting in delayed implementation of national programmes and Instances of corruption that threaten the country’s development agenda.

He also criticised the low utilisation of the electronic Cabinet system, noting that although directives and conveyances are routinely circulated, many officers fail to access or act on them promptly. This, he said, has contributed to delays in executing presidential and Cabinet decisions.

Mr. Kangwa stressed that civil servants must remain non-partisan and fully committed to serving citizens.

“Those with political ambitions must step aside. Government business must continue without disruption,” he said.
