OFFICERS URGED TO EMBRACE DIGITAL TOOLS FOR FASTER, TRANSPARENT SERVICE DELIVERY

Ministry of Labour and Social Security Permanent Secretary Zechariah Luhanga of has called on labour officers nationwide to fully embrace digital platforms to enhance efficiency, transparency, and timely resolution of labour-related cases.

Speaking during the virtual launch of digital case resolution training, Mr Luhanga emphasized that technology adoption is no longer optional, but central to the government’s public service modernization agenda, in line with President Hakainde Hichilema’s digital transformation vision.

“Through e-services, officers can now resolve complaints, conduct virtual hearings, and guide both employers and employees through online platforms, reducing delays and costs,” Luhanga stated.

Key Digital Platforms Introduced Labour Call Centre, Citizens’ Support Portal, Zambia Employment Labour Market Information System (ZELMIS) and all integrated via the Government Service Bus for real-time case tracking and reporting

Luhanga noted that these platforms not only improve convenience but also promote accountability, reduce corruption perceptions, and expand access to justice, especially for workers in remote areas.

“Our people deserve prompt service. Technology gives us that power to serve better, faster, and smarter,” he said.

Mr Luhanga urged officers to view digital tools as enablers, not replacements, and warned of consequential management for delays in case resolution post-training.

He reaffirmed the Ministry’s commitment to ensuring that workers and employers operate within a fair, safe, and productive environment, as mandated under the Employment Code Act No. 3 of 2019.
