CIVIL SERVICE COMMISSION REINFORCES DISCIPLINE, EQUITY, AND DECENTRALIZATION IN PUBLIC SERVICE OVERSIGHT

The Civil Service Commission has issued a firm directive to civil servants across Zambia, urging them to uphold professionalism, discipline, and non-partisanship in line with national expectations for quality service delivery and inclusive governance.

Speaking during a monitoring and evaluation visit to the Ministry of Labour and Social Security, CSC Chairperson Dr. Choolwe Beyani emphasized that the Government remains committed to a merit-based civil service, where equal opportunities for career advancement are guaranteed without discrimination.

“Any civil servant standing in the way of progress will not be entertained,” Dr. Beyani warned, reinforcing the Commission’s zero-tolerance stance on inefficiency and misconduct.

The visit was part of a broader review of the Human Resource Management Committees (HRMCs), which have been delegated key personnel functions under President Hakainde Hichilema’s decentralization agenda which include Confirmations, Substantive promotions, Mandatory retirements and Resignations

Dr. Beyani noted that additional responsibilities may be assigned to HRMCs based on their performance, with monitoring and evaluation serving as the benchmark for accountability.

Permanent Secretary Zechariah Luhanga acknowledged that decentralizing HR functions has significantly improved case management, reducing delays and enhancing responsiveness. He also highlighted ongoing collaboration with the National Institute of Public Administration (NIPA) to provide targeted training for HRMC members.

“HRMCs must be accountable for the functions delegated to them,” Luhanga said, urging the Commission to extend its oversight to the Zambia Institute of Human Resource Management (ZIHRM) and trade unions, where committee members are often drawn from
