In a decisive move to uphold labour standards, Labour Commissioner Givens
Muntengwa has fined Rhino Carriers Limited a total of K85, 000 following
a Ministry of Labour inspection that uncovered multiple violations of Zambia’s Employment Code Act.
The inspection revealed that the Lusaka-based logistics firm Failed to issue
written
contracts to its 86 employees, breaching Section 22,
and incurring a K35,000 fine, Paid drivers K3,000, below the statutory minimum wage of
K4,000, Lacked mandatory workplace policies,
violating Section
96, resulting in a K30,000 fine and Allowed Francis Kauzeni,
an administrative officer, to masquerade as an HR manager and
provide false
information to inspectors, attracting a K20,000 penalty
“If employees are frustrated, they will not run your business they will
ground those trucks and protest,” warned Commissioner Muntengwa, stressing that
non-compliance
disrupts industrial harmony and undermines workers’ rights.
The Commissioner directed the company to Settle all outstanding salary arrears and gratuities by 1 October 2025, Pay administrative penalties by 30 September 2025, Update its NAPSA compliance certificate and Ensure workers have health insurance and occupational accident coverage under the Workers’ Compensation Fund
Muntengwa emphasized that the Ministry’s goal is not to punish businesses unnecessarily, but to enforce the law, protect workers, and promote decent work across all sectors.
“This case is a reminder to all employers that the Ministry will not
hesitate to act,” he said.
