The Occupational Health and Safety (OHS) Bill No. 17 of
2025 has officially become law following its assent by President Hakainde
Hichilema on December 23, 2025, the Ministry of Labour and Social Security has
announced. The legislation will now be referred to as the Occupational Health
and Safety Act No. 16 of 2025.
In a statement issued by Ministry of Labour and Social
Security Principal Public Relations Officer Ms. Mwaka Ndawa said the Act marks
a major milestone in Zambia’s efforts to strengthen workplace safety and health
standards across all sectors of the economy.
She underscored that Historically; occupational health
services have been concentrated in the mining sector since 1945.
“The new law extends protection to workers in all
industries, ensuring broader coverage against occupational diseases and
hazards.” She said.
Ms Ndawa highlighted that the Act introduces several key
measures Establishment of workplace health and safety committees with equal
representation from employers and employees.
Enhanced enforcement mechanisms by authorized officers, Promotion
of shared responsibility and compliance to improve worker safety nationwide.
Permanent Secretary Zechariah Luhanga urged the Occupational
Health and Safety Institute (OHSI) to implement the Act effectively, aligning
with Zambia’s national development priorities and internationally recognized
occupational safety standards.
He added that the new OHS Act represents a transformative
step in Zambia’s labour landscape, aiming to end occupational diseases,
strengthen compliance, and ensure safer working environments across the
country.
