Zambia has rejected a proposed $1 billion US health funding
package, citing conditions that do not align with its national interests. The
move places Zambia alongside neighbouring Zimbabwe, which also turned down a
similar deal.
The package was intended to fight diseases in African
countries but was tied to granting Washington greater access to mineral
resources and sensitive health data.
Under the draft deal, the US would provide $1 billion, while
Zambia would contribute $340 million over five years.
Zambia’s Ministry of Health spokesperson said the draft
agreement “did not align with the position and interests of Zambia,” though
denied direct linkage to mineral resources.
In December, however, the US indicated that the package was
tied to collaboration in the mining sector.
Zambia is Africa’s second‑largest copper producer, with
cobalt, nickel, manganese, graphite, lithium, and rare‑earth elements also in
its resource base.
Zimbabwe recently rejected a $367 million US deal, citing
similar concerns over mineral access and health data sovereignty.
At least 16 African countries have signed the controversial
deal, including Nigeria, Uganda, and Kenya (though Kenya’s agreement has been
suspended due to a court case).
Zambia’s refusal underscores the tension between foreign aid
conditionalities and national sovereignty, particularly in sectors tied to employment
and resource management.
Protecting mineral wealth and citizen data reflects a
broader push for self‑reliance and sustainable development, reducing dependence
on external funding.
For workers, especially in mining and health sectors, the decision signals government intent to prioritize domestic control over resources and policy frameworks, which could shape future job creation and industrial growth.
