The Ministry of Community Development and Social Services
(MCDSS) has reiterated its commitment to upholding the Data Protection Act No.
3 of 2021, emphasizing its role in enhancing public trust and improving service
delivery across Zambia.
Speaking during a Data Protection Act orientation meeting, Permanent
Secretary Angela Kawandami stressed the importance of responsibly managing both
employee and beneficiary data.
She described data protection as not only a legal obligation
but also an ethical responsibility that reinforces the integrity of government
services.
“Safeguarding data is central to maintaining integrity and
protecting the rights of our clients,” Kawandami said. “All staff must
familiarize themselves with the provisions of the Act and ensure strict
compliance.”
The orientation aimed to equip ministry personnel with
knowledge of the legal framework governing data processing, storage, and
protection, while reinforcing the rights of individuals whose information is
handled by the ministry.
Data Protection Commissioner Likando Luywa also addressed
the meeting, highlighting the critical role of data protection in fostering
public confidence.
He acknowledged that MCDSS manages vast amounts of sensitive
data and called for a shift in data management practices to align with evolving
technologies.
“We need effective systems that prevent data loss and
strengthen accountability,” Luywa said.
The Ministry’s renewed commitment comes amid growing national efforts to digitize public services and ensure ethical data governance in line with Zambia’s digital transformation agenda
