The Anti-Corruption Commission (ACC) has arrested and
charged Charles Mubanga, an accountant at the Zambia Institute of Mass
Communication (ZAMCOM), for abuse of authority of office involving over
K300,000 in salary increments and promotions.
Mubanga, 56, of Silverest in Chongwe, has been charged
with three counts of abuse of authority of office, contrary to Section
21(1)(a), read together with Section 41 of the Anti-Corruption Act No. 3 of
2012 of the Laws of Zambia.
It is alleged that between January 1 and December 31,
2018, in Lusaka District, Mubanga, while serving as Acting Executive Director
at ZAMCOM, abused his authority by awarding himself a 30 percent salary
increment without approval from the Board.
ACC acting corporate communications Chilufya Chisanga
says during the same period, Mubanga is also alleged to have promoted a staff
member without adhering to ZAMCOM conditions of service and without Board
approval.
Ms Chisanga said further allegations are that Mubanga
increased the salaries of five employees beyond the nine percent increment
approved by the Board.
She said the unlawful salary increments and promotions
resulted in a loss of Government revenue amounting to K301,561.11.
The suspect has since been released on bond and is
expected to appear in court soon.
