The Ministry of Education has clarified that the
upgrading of teachers who have obtained higher academic qualifications will be
handled on a case-by-case basis, considering available establishments and
vacancies in the public service.
Permanent Secretary for Education Services Dr. Kelvin
Mambwe said the Ministry is committed to addressing the concerns of the 9,026
teachers who have upgraded their qualifications in a fair, transparent, and
sustainable manner.
“Teachers who invest in further studies play an important
role in strengthening the education sector and improving learning outcomes for
our learners. Government greatly appreciates their commitment and dedication to
duty,” Dr. Mambwe stated.
He was responding to public discussions following remarks
by the Emoluments Commission, which recently clarified that advancement of
academic qualifications does not automatically translate into salary increments
or promotions.
Dr. Mambwe acknowledged the backlog of teachers awaiting
upgrading but assured that progress is being made. He said the Ministry is
engaging relevant stakeholders to ensure more cases are considered as positions
fall vacant.
He urged teachers to remain calm and patient as
Government works to resolve the matter in an orderly manner.
