The Ministry of Education has officially clarified that teachers and head teachers are free to participate in the upcoming voter registration exercise, dismissing earlier speculation that educators had been barred from involvement.

Ministry of Education Permanent Secretary Kelvin Mambwe emphasized that teachers, like all Zambian citizens, are entitled to take part in the democratic process.

He acknowledged the historic role educators have played in supporting national efforts such as voter registration, and encouraged participation provided it is done responsibly and without disrupting classroom learning, especially during the critical third term.

“We encourage those wishing to get involved to do so in a balanced and responsible way, ensuring that learners, especially exam candidates, are not left behind,” Mambwe stated.

He noted that while some teachers are engaged in administering final examinations, the voter registration exercise involves only a small segment of the workforce, leaving room for others to assist without compromising education delivery.

The Ministry also expressed gratitude for the dedication of teachers nationwide, and urged the public to disregard claims that educators had been excluded from the process.

This clarification comes as the Electoral Commission of Zambia prepares to launch its national voter registration campaign ahead of the 2026 general elections, with efforts focused on mass registration, voter education, and inclusive participation.

According to Assistant Director for Communication Kunda Mando, the third school term is a critical period for syllabus completion and preparation for end-of-year examinations.

She warned that a 60-day absence from classrooms would significantly reduce pupil-teacher contact time, potentially undermining learners’ academic performance.

“Teachers’ absence during this crucial period would negatively affect exam preparation,” Mando stated.

She further directed District Education Board Secretaries (DEBS) to ensure that all teachers remain in schools and fulfill their instructional responsibilities.

This move underscores the Ministry’s prioritization of education continuity over external engagements, even as Zambia gears up for mass voter registration ahead of the 2026 general elections.

The Electoral Commission of Zambia has confirmed that voter education and registration will proceed through other channels, including district voter education committees and civil society partners
